PTFI Ships Tailings to Merauke for Construction Material in Support of Infrastructure Development in Papua

PT Freeport Indonesia (PTFI) in conjunction with the Ministry of Public Works and Public Housing (PUPR) and the Ministry of Environment and Forestry (KLHK) continues to develop utilization of the company’s tailings for infrastructure projects in Papua.

On Tuesday (15/12/2020), PTFI delivered around 4,000 tons of tailings to Merauke Regency, Papua to be used in the construction of roads and other public facilities. This delivery was the first stage of a two-stage plan to ship 7,500 tons of tailings to Merauke Regency. This shipment of tailings was launched from a jetty on the PTFI mine road bridge at Mile Point 11, with the tailings loaded aboard barges plying a sea route and adhering to Environment Ministry guidelines. 

“This tailings management is in manifestation of PTFI commitment to minimize impacts from the company’s operations on communities and the environment in Mimika. Furthermore, utilization of treated tailings is conducted in conjunction with the government towards multiplying added value we are creating for Mimika Regency and other regions in Papua, through various activities,” PTFI President Director Jenpino Ngabdi stated.

Utilization of tailings comprises part of the Roadmap for Tailings Management that the government had established under Decree of the Minister of Environment and Forestry Implementation No. SK.101/Menlhk/PLA/Setjen/PLA.0/1 /2019 concerning Implementation of the Roadmap for PT Freeport Indonesia Tailings Management in Mimika Regency, Papua Province.

The tailings shipped to Merauke Regency will be used as construction aggregate, which is particulate material for mixing with cement or asphalt to bind the mixture into a solid. A series of studies conducted by PTFI together with the PUPR Ministry in Bandung, West Java, had concluded that PTFI tailings met the criteria and quality standard determined by the government for that purpose.

“Research conducted by the PUPR Ministry indicates PTFI tailings meets quality standards and may be used as construction aggregate for infrastructure development. We perceive the major potential in utilizing treated tailings in support of accelerating development in Papua. Tailings are no longer regarded as refuse, but rather as a resource,” PUPR Ministry Director General of Highway Construction and Maintenance (Bina Marga) Hedy Rahadian stated.

Additionally, on top of meeting the PUPR Ministry’s quality standards, PTFI tailings accords with the tailing’s utilization procedure set out in Government Regulation number   18 of 1999 concerning Management of Hazardous Wastes. PTFI tailings passed tests for Toxicity Characteristic Leaching Procedure (TCLP) and Lethal Dose (LD50), conducted in an accredited independent laboratory. 

As such, as construction material PTFI tailings is not only strong and of high quality but is also safe for humans and the environment. Earlier, utilization of tailings for infrastructure development had been conducted to build various facilities in Papua, namely the main government offices building in Mimika Regency, the Kaoga bridge and Pomako bridge, the PTFI mine road, and several sections of the Trans Papua highway.

We hope that this initiative will boost the equitable distribution of development in Eastern Indonesia in the midst of all the challenges of equitable development, "concluded Jenpino.
