The government is officially allowing PT Freeport Indonesia to export copper concentrate. The Trade Ministry has ascertained Trade Minister Zulkifli Hasan signed a Regulation of the Minister of Trade (Permendag) on concentrate export permit. Trade Ministry Director General of Foreign Trade, Budi Santoso says the permendag that has undergone revision becomes effective a week after signing. “It was signed on Saturday [8/7/2023. With workdays counted, this means today, Monday,” Budi said to Bisnis.com, on Tuesday (/11/7/2023).
He said the permendag still needs to be ratified by the Ministry of Law and Human Rights. The regulation has received a reference number and will be ratified within 7 days, after which it will come into force. Under Law (UU) No. 3/2020 concerning Minerals and Coal Mining (Minerba), the government is to stop all export of raw mineral commodities, including copper concentrate.
However, Minister of Energy and Mineral (ESDM) Arifin Tasrif said the government is allowing PT Freeport Indonesia to export copper concentrate after June 2023. But exporting will only be permitted until the smelter the company is building begins operating in 2024. “The decision to allow export (of copper concentrate) is only effective until the company fulfills its commitment to complete the smelter development no later than the middle of next year,” Arifin Tasri said.
Earlier, Freeport Indonesia (PTFI) reported its copper concentrate storage in Amamapare, Mimika, Papua was filled beyond capacity. PTFI spokesperson Katri Krisnati said this was due to delay in the company’s receiving concentrate export recommendation and export extension approval from the ESDM Ministry and the Trade Ministry. “The storage facility is filled to capacity and some of the concentrate has had to be stored outside the facility,” Katri said when she was reached for confirmation on Wednesday, 21 June 2023.
